Contribution from VOD broadcasters to Polish cinematography

Thanks to the efforts of the Deputy Prime Minister, the Minister of Culture and National Heritage, prof. Piotr Gliński, the update of the anti-crisis shield that was being prepared, included records regarding 1.5% of the revenue collected from broadcasters of on-demand audiovisual media services – the change which was long-awaited by the film community.

This expected and necessary change was possible thanks to the consensus of the environment, which was a reaction to the crisis of Polish cinematography caused by the current epidemiological situation. In addition, it is a response to the challenges posed by technological development on the audiovisual market.

The 1.5% contribution fee collected from VOD broadcasters is not a digital tax. It is a contribution paid to the Polish Film Institute, which is included in the pool of funds that are allocated to cinematographic projects, i.e. film production, organization of festivals and other film events. It does not burden the end user, which is the portal viewer, but the entity that provides the VOD service. Currently, a similar fee is paid by television broadcasters, cinema owners, distributors, i.e. entities that derive revenues from the exploitation of the achievements of Polish cinematography.
